Founder of YouthBuild San Joaquin, Sheilah Goulart
August 2011
The NAWIC Education Foundation (NEF) awarded the 2011 Carol A. Kueker Construction Visionary Award to Sheilah Goulart, founder and director of YouthBuild San Joaquin.
Within a five-year period, Goulart (pictured in photo, right) has increased enrollment from 21 students in 2006 to nearly 100 in 2011. The program's success, according to Kim Mans, Americorps Mentor Supervisor and NAWIC member, who nominated Goulart for the award, is attributed to Goulart's "ability to build a strong collaboration between program partners both locally and at the government level."
Goulart will be recognized for her accomplishments during the Crystal Vision Awards ceremony on September 3rd at NAWIC's 56th Annual Convention in St. Louis, Missouri.*

Fresno's YouthBuild students volunteer locally
The Fresno Conservation Corps Education Award Program members, YouthBuild members and staff got into the spirit of volunteering with a day of service at the Poverello House and Fresno Rescue Mission on Tuesday, March 15. The group started off the day by serving breakfast to 225 clients and later that morning and afternoon, the group had the opportunity to serve lunch at the Fresno Rescue Mission and learn about their services. LCC corpsmembers and staff worked alongside Fresno Rescue Mission staff and program participants to get lunch out to program clients, family, and friends. Corpsmembers appreciated the opportunity to learn things about the Rescue Mission that, prior to that day, most were not familiar with. Upon finishing their shifts at the Poverello House and Fresno Rescue Mission, the corpsmembers returned to the NYC to reflect upon the day’s activities and what they had learned. Corpsmember Alexandra Ruelas summed up the group’s feelings the best when she said, “There are people out there who need help and though we can’t donate money, we sure can donate some time… I am really happy that I was given the opportunity to go and help out. I really enjoyed it and I know now that I will be able to do it again and be proud of myself. ”

Governor's Proposal to the 2011-12 Budget
A recently released proposed budget from newly elected governor has caused significant comment throughout the State of California. The following update is provided by the Hernandez Strategy Group and may be of interest to members of the coalition and/or its followers and supporters.
Legislative Update for the CYC
Governor Jerry Brown released his 2011-12 budget proposal on Tuesday, January 11th, to close the nearly $26 billion deficit. Brown attempts to close this gap through significant cuts to a wide range of programs, five-year extension of key taxes, and a dramatic realignment of services from the State to local governments. The tax extensions will require a vote of the people in June of this year. Here are key provisions of his proposal:
Juvenile Justice Closures Proposal
Governor Brown has proposed to eliminate the state Division of Juvenile Justice entirely, and instead shift incarcerated youth to the local juvenile halls. There will be a multi-year phase-in of this shift. The State of California will provide funding to the counties to assist with this new responsibility.
Local Incarceration
Governor Brown has also proposed to transfer non-serious, non-violent, non-sex, felony offenders with sentences of three years or less, to be incarcerated in local county jails. A portion of the savings will be allocated to the counties to assist with the cost of incarceration and the development of rehabilitation programs.
Parole Oversight Shift to Local Governments
Under the Governor’s proposal parole oversight will become the responsibility of county governments. Brown stated that local law enforcement officials are better suited to assist with the transition from incarceration. Again, the State will provide funding to offset the new role of local governments.
Corrections Budget
The Corrections budget was left untouched with no reductions.
Court Budget
Trial courts will take a deep unallocated hit. There will be a permanent decrease of $200 million to the annual operating budget of the Courts. The state will also provide a revenue stream to local courts for court security through the Vehicle License Fee which will be placed on the ballot in June.
